UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a latest poll of municipal councils, UK councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their finances, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to weather growing fiscal pressures.”

Detailed Examples of Proposed Sales

Medway Council in Kent announced its asset disposal plan featured the disposal of a retail complex in a local town and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “We face population challenges which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found local finances being strained by the increasing figures of children and adults needing special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” noted the study.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The figures underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the last year, the survey found.
